The Role of Public Diplomacy in shaping global perceptions of United Kingdom through Culture, Media and Education.

In the recent era, the global influence of a state is not only measured by its economic or military capabilities but also by the state’s power to attract and persuade others. Today the United Kingdom remains a powerful and influential player in global world. United Kingdom’s influence does not exclusively rely on the traditional statecraft it also rely on public diplomacy. Public diplomacy uses media, culture and education to influence how other states are attracted. The value of soft power and public diplomacy is being tested in today’s changing global dynamics.

Public diplomacy operates in public domain unlike conventional diplomacy that is practiced by representatives of states behind closed door. Public diplomacy is the government-sponsored efforts to communicate with foreign publics to build understanding, influence attitudes and advance national interest and values. The United Kingdom has been a forerunner in the domain of public diplomacy for a long period by introducing soft power in its international policy and strategy. The United Kingdom have tried to remain relevant in the global world by means of influence rather than dominance and coercion that can be seen since the British Empire to its contemporary “Global Britain” idea. It turns out that the idea of influence is far more brittle than we think of it.

The key to the United Kingdom’s public diplomacy is in its cultural capital that combines tradition, modernity and global reach. Institutions like British Council has been responsible in promoting British culture, arts, values and language across the globe. The United Kingdom has established its image as an intellectual and dynamic state to live in. This has been done through its cultural exchange programs, educational programs and exhibitions. Industries in the United Kingdom has set global standards. These industries include films, music, arts, fashion and even literature. From Shakespearean theatre to modern-day pop culture, British cultural influence spreads worldwide creating an example of heritage merged with innovation and creativity. These cultural influences have its own flaws. The heritage that the United Kingdom is proud is also a part of its history of colonialism, which influences the perspective of other states most importantly the global south’s perspective about the United Kingdom. Sometimes historical injustices and unresolved grievances comes in the way of promoting a multicultural and inclusive Britain.

The United Kingdom’s media also play a significant role in Britain’s global image. One of the most significant instrument used in the United Kingdom’s public diplomacy is the BBC World Service. The BBC World broadcasts in several languages and reaches millions of views across the globe. It has been associated with neutrality in reporting and fairness in a world where freedom is limited the BBC World Service operates as a reliable and trustworthy source of news and information. Promoting the United Kingdom’s image as a protector of democracy. However, the media landscape has experienced a dramatic change. The rise of digital media, the spread of misinformation and state-controlled media has led to the destruction of trust in media. Even the BBC, which was once thought to be a trustworthy and reliable source of information and news, has been criticized for its biases and funding issues.

Education acts as the most enduring pillar of Britain’s soft power. The prestigious institutions like the University of Oxford and University of Cambridge attract thousands of students from across the globe annually. These students not only acquire knowledge and degrees but also are influenced and persuaded by the British society, values, culture and institutions. These students many become leaders in their own respective states, which helps the United Kingdom to make transnational networks.  Language is a powerful tool for soft power. English language is spoken and understood across the globe. It is the language used for global trade, diplomacy and academia it increases the reach of British influence. Scholarships and exchange programs strengthens this bond.

Challenges that undermines the United Kingdom’s appeal are the stricter visa policies, increased tuition fees and competition from other states. The prevailing political environment characterized by the debates on national identity and immigration can shape how welcoming a state many appear to foreign public.

Post Brexit the situation has become more challenging for the United Kingdom. Public diplomacy has become more significant for the United Kingdom that is trying to redefine its influence in the world. The concept of “Global Britain” is to show the world how welcoming and engaging the United Kingdom is. Despite these efforts, many states are not convinced and not sure about the United Kingdom’s reliability. Simultaneously there is increase in competition in soft power. As states like South Korea, China, Turkey and Japan etc. are actively promoting their culture across the globe.

The critics argue that soft power is not effective in a world dominated by power and security concerns. They point out that public diplomacy like cultural exchanges and educational programs cannot prevent a conflict. There is somewhat truth in this narrative however; they miss the point that public diplomacy have the power to influence foreign public, which eventually influence international relations. Public diplomacy done right can be extremely beneficial as it facilitate cooperation, can make alliances and prevent conflicts from escalating further.

Lastly, the power to shape the global perceptions by the United Kingdom is based on the balance and consistency between its image and reality. Public diplomacy done through education, media and culture remains powerful tool but it can only be successful when done with honesty. This can fruitful when the idea of openness meets with inclusive policies that attract the world towards the United Kingdom.

The soft power of the United Kingdom is at a crucial turning point. To stay significant it is essential for the United Kingdom to adapt to the changing dynamics, more competitive and transparent world where public has a right to interpret and question what they see and is in front of them. The result of the United Kingdom’s public diplomacy is dependent on what it says and whether it is reliable and trustworthy.
